I, for one, will be keeping an eye out for the sales at Barnes & Noble as I did last year. The sales price was fabulous (I think I got it for $55 or so).

TV Shows on DVD has listed the date, but none of those three has it listed for preorder yet. I edited the Wikipedia article on Doctor Who DVD releases to reflect the new information - mayhaps some wayward staffer at one of the majors will see it and they'll get a preorder up and running.
