A/N: Started last spring for a prompt challenge (now long forgotten and lost), but never finished. Inspiration is taking this a slightly different way than I expected, and I blame the Doctor and Rose as well as RTD by default, since he's the overseer of the madness... and therefore, also the BBC. Which means they own it, and I don't. (thus being my disclaimer).
